Registration of Service Agencies and Service Technicians

PURPOSE

The Department of Agriculture registers service agencies and service technicians. This certification program is intended to provide owners of commercially used weighing and measuring devices a list of registered service agencies, that can place devices into service. 

Types of businesses that may use a service agency/service technician to have devices installed, serviced or repaired include gasoline stations, grocery stores, meat markets, candy stores, package shipping stores, quarries, hardware stores, petroleum distributors and other businesses that use a commercial weighing or measuring device.

15.03.11.02
(8) "Registered service technician" means an individual who:
       (a) Is certified by the Department as a service technician;  
       (b) Installs, services, or repairs a commercial weighing or measuring device; and
       (c) Has the authority to place devices into service.

REQUIREMENTS​

STATE: Agriculture Article 11-203(a)(3), COMAR 15.03.11

  • A person seeking certification can fill out the form below and return to weights.measures@maryland.gov (410) 841-5790.
  • A service agency must provide a copy of their test/service report forms.
  • A service agency must also provide a copy of the most recent certificate(s) showing that their standards have been submitted to and approved by the Maryland Weights and Measures Laboratory, NIST or other NIST approved state metrology laboratory.
  • Registered service agencies and service technicians will be added to a list that will be published by the Department.

NCWM Class
The Weights and Measures Section of the Maryland Department of Agriculture will be accepting the NCWM Registered Service Agent (RSA) exams starting May 1st, 2024. For a fee of $25, the test can be proctored at MDA headquarters. Currently, NCWM is offering Retail Motor Fuel dispensers and is working on adding Bulk Petroleum Meters and Liquified Petroleum Meters in the near future. It is important to note that you still have the option to take the State of Maryland RSA class and test.  Agencies will still need to register with MDA Weights and Measures, pay the associated fees, provide current certificates for suitable standards, and renew their licensing on a bi-annual basis.
 
If you elect to take the NCWM exams use the following link: https://www.ncwm.com/rsa-program​. The cost of NCWM exams for members is $50.00 and $100 for non-members. You may then select the in-person proctor exam (State of Maryland $25) or virtual proctor exam ($20). If you decide to have the exam proctored in-person, please contact the office to schedule a date and time for the exam.

Class Rules and Additional Information
  • Lunch will not be provided
  • Bring a pencil or pen for notes.
  • We will provide all learning materials needed for the class.
  • ID cards and certificates will be emailed out upon completion of the class.

If someone is unable to attend this class, the $25.00 class fee will be forfeited.

Application for New Service Agency form

  • Please fill out the respective form and email to weights.measures@maryland.gov

Application process for service agency

Upon receiving the application forms, certificates, and any other information, the submitted materials will be reviewed by State Weights and Measures personnel. Applicants will be notified of any deficiencies and those must be corrected. Upon completion of the review, the service agency must pay the biennial registration fee of $250.00. The applicant will be assigned a registration number and receive a certificate." Also, the attached Registered Service Agency application is included in the email.


APPLICATION PROCESS FOR SERVICE TECHNICIAN

Upon receiving the application forms State Weights and Measures personnel will review the information. The applicant must work for a registered Service Agency. The applicant must pass the qualifying examination. After passing the examination the applicant must pay the biennial registration fee of $75.00. The applicant will be assigned a registration number and receive a wallet-size ID registration.​​​​
