The Maryland Licensed Stable Network (MLSN)
The Fiscal Year for Maryland State Stable Licenses runs from July 1st to June 30th. Your 2024 License expires on June 30th, 2024.
Renewal for the 2024-2025 - Year Start on June 1st, 2024All Maryland stables that solicit the general public, and have ONE or more horses - and either give lessons, board horses, have a rental service, offer Equine Therapy or Therapeutic Riding, or are a rescue or sanctuary stable, are required by the State of Maryland to obtain and maintain licensing through the Maryland Horse Industry Board.

Licensing in OneStop Opens for
FY2025 license renewals on June 1, 2024, for commercial horse stables.

If you get a message that states “email is not found” or if you don’t receive the instructions, email mda.horseboard@maryland.gov so we can confirm or update your email. And then you will need to create an account, how to Create an Account is available here after you speak with a MHIB Staff member.
LICENSEES who applied on paper*, please email mda.horseboard@maryland.gov to request a paper application.
*A Note on Paper Licenses: Paper applications will take weeks to receive and renew. A much slower process than online, but we will get your check processed and a paper application will be mailed out within 60 days

Marylanders care about their horses!
The one common theme among all twenty-three counties as well as the state is the welfare of the horses. It is to help ensure the safety and care of the horses that the state and these counties require licenses.

About the Network:
In 1968, the Maryland General Assembly passed a law requiring commercial stables to be licensed. Largely because of this law, and subsequent rulings and regulations, Maryland, which has a centuries-old reputation for high-quality horsemanship, became recognized as a national leader in horse and rider welfare.
If you are:
A BOARDING, LESSON, RENTAL, RESCUE, or SANCTUARY Stable with one or more horses, and solicit business from the public, you must obtain a Maryland stable license. Exemptions include Thoroughbred, Standardbred and Steeplechase breeding and training farms.
To Obtain a New license :
- Click here to create an account in the Horse Industry Board Licensing Portal.
- Click here for a "How to Guide" to obtain a new license. If you have trouble email mda.horseboard@maryland.go
- Fill out and submit the application and pay the $125 annual fee online.
- Once MHIB Receives your application, a stable representative will contact you to set up an initial inspection.
- Once you pass inspection, you will receive your license, which must be posted in your stable.
To Renew a License:

- Fill out and submit the application and pay the $125 annual fee online.
- Once MHIB Receives your application, you will receive your license, which must be posted in your stable.
BENEFITS
- Establishes a level of trust with clients that the stable is fully licensed by the state, is subject to unannounced inspections, and abides by state laws. Some customers will NOT do business with an establishment unless it is licensed.
- Being licensed is a badge of honor, or if you will, a Good Housekeeping TM Seal of Approval. It shows the operator is interested in equine welfare and cares about the safety of its customers.
- Shows that the stable is a bonafide, professional operation and part of a larger statewide network that is considered a national leader.
- Licensed stables can participate in marketing programs that have been established by MHIB to help grow the industry and are linked to other national programs, such as the American Horse Council’s “Time to Ride” program. Licensed stables are also eligible for certain local, state and federal cost-sharing programs to improve their facilities, and for grants made by the MHIB.
- It’s the law. By being licensed, an operation avoids operating illegally and subjecting itself to possible fines and other penalties.
