The purpose of the Maryland Horse Industry Board (MHIB), as enumerated in Article 2-708.1 of the Annotated Code of Maryland is, taken broadly, to promote equestrian activities and the use of horses for recreation. This is achieved through promotional activities that create awareness and visibility for the equine industry, educational and research projects to benefit the equine industry. Strategic initiatives like developing economic impact reports, career programs, stable planning, and sharing marketing incentives to encourage the growth of the local horse economy, driving the promotion, sustainability, and expansion of the industry. Moreover, the appointed board of twelve and their staff, serve in an advisory capacity to the Secretary of Agriculture regarding industry matters and as the licensing body for Maryland stables. To this end, the Board
has a purpose that includes advisory, promotional, educational, and regulatory roles.
MHIB’s Vision and Mission Statement:
- Raise the level of public awareness of Maryland’s equestrian/equine traditions
- Highlight the positive impact of horses on Maryland’s quality of life.
- Boost visibility of equestrian and equine activities across the state
- Serve as a valuable resource for Maryland horse owners
- To foster a standard of care for horses in Maryland.
- Licensing public horse stables in Maryland*
- Educating horse owners on topics such as Horse Health and Disaster Preparedness
- Fund equine health research grants through MHIB grants
* All Maryland stables that solicit the general public, and have ONE or more horses - and either give lessons, board horses, have a rental service, offer Equine Therapy or Therapeutic Riding, or are a rescue or sanctuary stable, are required by the State of Maryland to obtain and maintain licensing through the Maryland Horse Industry Board.

Additionally, the agendas for the public meetings of the Maryland Horse Industry Board are made available as well. Minutes will be posted once they have been approved by the Board and final corrections made by MHIB staff.
